Animated object. It doesn't work as a darts board.
It was a reward for darts game contest given to each champion of 2 groups, Hatchet throwers and Dagger throwers.
I had a talk with a champion of one group, and with a friend of her.
The event took place 18th Oct. 2004. Participants competed with each other how much point they got after 4 tries.
She was also a winner of archery tournament before this event, so once a owner of Striker bow(she already sold it).

Anyway this item surprized me, as there has been same shaped item already, Clockwork Dartboard on Pacific in Season II.

Bone Wyrm Bones

I saw 5 or 6 of them but all are same shape.
These were from a event of mad dragon in Destard. At first, red colored ancient wyrm(s) rampaged around. Then after it was defeated, the true evil behind it showed itself.
It was bone daemon named Ancient Dragonlord.
A seller told me both were 1 hit killer and GL players takes hours to defeat them. He got this EM rare off a corpse but didn't remember which.

It's so-called black halberd.
Some were looted off revenant-shaped monsters which carry key items for the event.
The key item is Flawless Diamond.
